Gubernur Pennsylvania dan Konsulat RI buka pintu bagi imigran tanpa dokumen

Warga Indonesia di Pennsylvania bisa merasa lega. Mereka yang semula ketar-ketir akan dideportasi dari AS, kini tidak perlu khawatir ditahan petugas imigrasi, karena mereka dilindungi oleh Gubernur Negara Bagian Pennsylvania. Bahkan, perwakilan Republik Indonesia di seluruh AS membuka pintu untuk membantu mereka yang mengalami kesulitan. ‘’Kami sediakan hotline selama 24 jam!’’ tutur Abdulkadir Jailani, Konsul Jenderal RI di New York.

Obra Kernodle di Community Town Hall (KJRI NY)

Hal itu terungkap dalam pertemuan Community Town Hall, yang digelar di Gereja New Life Praise Center, Sabtu 28 Januari 2017. Dalam pertemuan yang berlangsung selama dua jam itu, sejumlah pembicara yang menjelaskan kebijaksanaan Pemerintahan Negara Bagian Pennsylvania kepada 100 warga Indonesia yang hadir dalam kesempatan tersebut.

Satu di antara pembicara dari Kantor Gubernur Pennsylvania, yang cukup menarik adalah uraian dari Obra S. Kernodle IV. Deputi kepala staf Gubernur Wolf tersebut, meminta warga Indonesia yang tinggal di negara bagian Pennsylvania untuk membawa keluarga, sanak keluarga, teman untuk datang ke Pennsylvania.

‘’Saya minta anda yang memiliki keluarga di negara bagian lain yang tidak ramah terhadap imigran tak berdokumen, untuk diajak ke Pennsylvania,’’ tutur Obra S. Kernodle IV. ‘’Kami akan menerima dengan senang hati, agar para imigran dapat aman hidup di sini,’’ tutur pejabat berdarah Afrika Amerika itu menambahkan.

Obra S. Kernodle sangat menghargai upaya yang dilakukan kaum imigran ke AS. ‘’Mereka membawa teknologi, pendidikan dan lainnya ke Amerika,’’ tuturnya sambil mengingatkan peranan Wiliam Penn, pendiri Kota Philadelphia. ‘’William Penn membawa toleransi beragama dan keragaman budaya ke koloni Inggris di AS, sehingga koloninya menjadi surga bagi pendatang Eropa lainnya,’’ tutur Obra. William Penn juga memberikan pendidikan secara pribadi kepada kaum imigran, sehingga ia dikeluarkan dari Universitas Oxford, Inggris, 1662.

Di antara pembicara lain, tampil pula Fariha I. Khan. Associate Director Program Studi Universitas Pennsylvania,  mengungkapkan komunitas Muslim juga perlu mendapat hak-hak dan kewajibannya di AS. ‘’Saya adalah seorang ibu yang beragama Muslim, merasa menjadi bagian dari komunitas Muslim,’’ tuturnya. Juga Anna Perg, salah satu penasehat kantor gubernur Pennsylvania, yang menceritakan perjuangannya sebagai ibu rumah tangga berdarah Asia yang memiliki dua anak berkebutuhan khusus.

Penjelasan yang sangat penting dan berharga, disampaikan oleh Abdulkadir Jailani. Konsul Jenderal RI di New York ini bahkan membuka pintu kantornya, Konsulat Jenderal RI New York, bagi warga Indonesia yang mengalami kesulitan. ‘’Jika ada warga yang membutuhkan bantuan silakan menghubungi telepon hotline kami: 347-806-9279 selama 24 jam penuh!’’ kata Abdulkadir Jailani. Selain itu tersedia pula nomor-nomor perwakilan RI lainnya di seluruh Amerika Serikat.

‘’Menanggapi perkembangan dewasa ini, kita tidak perlu bereaksi secara berlebihan, mengingat kita tidak dapat mencampuri urusan dalam negeri AS,’’ tambah Adulkadir Jailani. ‘’Melindungi warga Indonesia, merupakan prioritas kami, tanpa mempedulikan status keimigrasian seseorang,’’ tambah Konsul Jenderal RI yang dikenal sebagai ahli hukum internasional. ‘’Kami akan melindungi warga Indonesia bila diberi informasi yang memadai. Apakah ada proses imigrasi yang dilanggar atau telah dipenuhi. Tergantung situasinya,’’ lanjutnya.

Menurut data di KJRI New York, tercatat 146 ribu warga Indonesia yang tinggal di AS. Kira-kira hanya sepertiga yang berstatus resmi, dan sisanya berstatus ilegal atau tidak berdokumen resmi. ‘’Menurut pengalaman, jumlah yang tidak resmi berjumlah tiga kali lipat,’’ tutur Abdulkadir Jailani.

Warga Indonesia yang menetap di Negara Bagian Pennsylvania, menurut kantor Gubernur Tom Wolf, beragam. Dari 12,79 juta populasi Pennsylvania, komunitas Indonesia banyak tersebar di berbagai kota. Di Harrisburg sekitar 1.000 orang, juga di Pittusburg, dan di Philadelphia, salah satu konsentrasi komunitas Indonesia sekitar 7 ribu orang. ‘

Tiffany Chang Lawson, Direktur Eksekutif Komisi Penasehat Gubernur urusan Asia Pasifik Amerika, meminta para pemimpin komunitas Indonesia, menghubungi kantor gubernur Pennsylvania untuk diberi bantuan.

‘’Para pemimpin komunitas Indonesia bisa menghubungi kami, dan memberi informasi di mana saja warga yang tidak berdokumen, sehingga bisa diberi informasi tempat penampungan mana saja yang kami sediakan,’’ tutur Tiffany Chang Lawson. ’Bila terjadi sesuatu, mereka dapat bergabung dengan komunitas warga Amerika Latin yang memiliki daftar lokasi tempat-tempat penampungan imigran tak berdokumen,’’ tambahnya.

Adalah Tiffany Chang Lawson pula, yang memprakarsai pertemuan Community Town Hall kali ini. Dibantu dengan para pemimpin lintas agama, seperti Pastor Lukas Kusuma, Pastor Beny Krisbianto, Pastor Aldo Siahaan, Pastor Emmanuel Tandean, juga Pastor Tenny. Termasuk Aditya Setiawan, wakil Masjid Al Falah yang menyebarkan selebaran ke sejumlah rumah makan dan toko Indoneia di Philadelphia.

Dalam acara Community Town Hall itu, para hadirin dibagi menjadi 10 grup untuk menyampaikan pengalaman buruk dan uneg-unegnya selama ini. Para hadirin menyampaikan keluhan mereka kepada kepala grup yang dibantu belasan anggota Permias Philadelphia, untuk menerjemahkan dalam bahasa Inggris. Sejumlah keluhan yang disampaikan, di antaranya: Perlakuan diskriminatif terhadap warga Indonesia dan Asia umumnya; Konflik parkir; Membuka usaha yang dipersulit, hingga masalah lainnya.

‘’Tapi kami senang diundang ke sini. Kami berharap agar acara seperti ini sering digelar,’’ tutur seorang warga yang tak mau disebut namanya. Hal yang sama juga diutarakan  Lindy Backues. Associates Professor Pembangunan Ekonomi di Easter University ini merasa bangga menjadi warga Pennsylvania. ‘’Saya berbesar hati mendengar pejabat Pennsylvania yang mengundang imigran dari negara bagian lain. Itu pernyataan yang sangat bagus!’’ tutur Lindy yang pernah tinggal lama di Jawa Barat dan dikenal sebagai Kang Djadja.

Acara yang berlangsung dua jam itu berlangsung lancar dan hangat berkat panduan dari Hani White. Deputi Direktur urusan imigrasi kantor Walikota Philadelphia, asal Jakarta ini, mampu mengontrol jalannya acara hingga tidak molor sehingga tepat waktu. ‘’Selamat Merayakan Tahun Baru Imlek bagi yang merayakan. Gong Xi Fa Chai,’’ sapa Hani mengawali acara yang disambut tepuk tangan hadirin yang dihadiri pula belasan warga Muslim Philadelphia.

Yang tak kalah pentingnya, adalah peranan Pastor Emmanuel Tandean. Pendiri sekaligus pemimpin Gereja New Life Praise Center, yang menyediakan gerejanya untuk keperluan komunitas Indonesia kali ini. Bangunan gerejanya tampak cantik dan megah di kawasan Selatan Philadelphia, dengan interior yang baru dan bersih, membuat para hadirin merasa hangat, di udara sedingin 6 derajat Celcius Philadelphia. ‘’Baru dua bulan gereja ini diperbaiki,’’ tutur Emmanuel menjelaskan pada hadirin di awal acara. ‘’Kami sediakan juga untuk keperluan komunitas sekitar sini yang kebanyakan dari Irlandia,’’ ujarnya menambahkan.
