Tulisan ini hanyalah sebagai sharing pengalaman pulang ke Indonesia di masa pandemi ini. Titik keberangkatan saya dari Amerika melalui Dulles airport,DC kemudian ke LA, transit di Tokyo. Dan Senin malam 6 Desember 2021 pukul 23:50 WIB mendarat di Bandara Soekarno-Hatta, Cengkareng. Setiba di gedung bandara semua penumpang langsung diarahkan ke lokasi counter COVID-19. Sejauh pengamatan pribadi, penanganannya masih berantakan dan petugas kewalahan karena banyaknya penumpang yang antri untuk mengikuti proses alur pemeriksaan. Ini masih pengamatan pribadi, sangat tidak teratur, tidak jelas, tidak diperhatikan atau bahkan diingatkan untuk distancing sama sekali walaupun ada sign-nya tapi tidak bisa dipraktikkan karena kebanyakan penumpang.
Semua prosesnya, ada beberapa tahapan, ada 5 pos tahapan. mulai dari verifikasi dokumen dan akhirnya test swab PCR. Untuk syarat bisa di-test PCR harus ada QR code booking dari hotel tempat karantina. Kalau tidak ada, menurut petugas, tidak akan diterima karena sistem menolak. Untuk dokumen, petugas akan menanyakan hanya hasil tes PCR, dan sertifikat vaksin selain dokumen paspor dan boarding pass. Terasa sia-sia sebelum berangkat saya sudah menghabiskan waktu lama untuk mengisi aplikasi pedulilindungi. Eh, malah ternyata tidak ditanya sama sekali.
Pengalaman dengan hotel, hotel yang saya book sebelumnya tenyata ter-cancel karena perubahan masa karantina yang semula 7 hari menjadi 10 hari. Sehingga saya jadi harus cari hotel lain dan semua hotel yang ada dalam list khusus karantina yang saya telepon, rata-rata semua full booked. Tidak hanya saya ternyata, banyak juga penumpang lain sama masalahnya dengan saya. Akhirnya setelah lama tiada hasil saya meminta pertolongan ke petugas yang baik mau membantu dengan “jalur teman” dia dan mem-book hotel, akhirnya dapat deh.
Proses yang saya lalui sejak mendarat sampe akhirnya clear menuju kendaraan yang membawa saya ke hotel lamanya cuma 4 jam saja–itupun, kata petugasnya, saya dapat dispensasi karena sebenarnya harus menunggu hasil PCR yang dilakukan di bandara keluar dulu sekitar 1-2 jam-an.
Pengamatan saya, banyak orang yang tidak dapet hotel karena penuh, sehingga nampak terlantar di bandara dan setelah berkali-kali memberitahu petugas bahwa susah dapat hotel, akhirnya petugas turun tangan juga belakangan yang WNI dan tidak dapat hotel ditawarkan ke Wisma Persada–tapi harus jelas hasil PCR dari bandara hasilnya negatif; yang WNA dicarikan dan harus hotel, petugasnya ada yang baik bantu mencarikan tapi beberapa kali tidak dapat juga, artinya even petugas juga tidak menjamin dan angkat tangan, hanya bisa bantu telepon saja menanyakan kemungkinan ada kamar atau tidak. Petugas menjelaskan karena adanya perubahan masa karantina sehingga membuat hotel juga kewalahan mengatur masuk keluarnya orang yang akan karantina.
Saat di hotel, pihak hotel menahan paspor sampai nanti diserahkan kembali saat akan check out. Untuk biaya, paket hotel karantina 10 hari saya mengeluarkan Rp13 juta, semua all in, hotel di bilangan Menteng, bintang 4 (agak overrated menurut saya), makanan sih ok lah, laundry dan lain-lain no complain tentang hotel dan paketnya.
Lalu, saya juga tanya apa lagi proses selanjutnya? Menurut petugas 1-2 hari sebelum check-out atau masa karantina hari ke 8 atau 9 akan ada PCR test lagi dan jika hasilnya negatif maka bebas setelah dapat surat keterangan resmi lulus karantina dari SATGAS COVID-19 maka hotel akan release dan bisa ke tujuan saya, pulang.
Selama di karantina, tidak boleh keluar kamar, boro-boro olahraga, berenang, fitness dan lain sebagainya. Semua diantar ke kamar. Tetapi untuk order gojek dan gosend in and out masih diperbolehkan, tentunya petugas yang bawa/ambil barangnya dari kamar untuk mengambil dan menyerahkan ke atau dari gojek yang dipesan.
Saya sempat bincang-bincang dengan petugas hotel, “Satgas Covid keras, Pak, mereka berkeliaran baik yang formal maupun informal untuk enforcement melihat proses karantina hotel ini, karena banyak yang bandel melanggar aturan karantina. Apalagi banyak berita di sosmed tentang peristiwa-peristiwa [pelanggaran-red.] semacam itu, tapi intinya yang ketahuan melanggar akan kena UU Karantina dan ditindak tegas termasuk pihak hotel yang lengah.”
