Ratusan tenaga kerja wanita Filipina ramai-ramai meninggalkan Kuwait sejak akhir Januari 2023 silam. Gara-garanya mereka takut dengan peristiwa pembunuhan seorang TKW oleh seorang remaja Kuwait berusia 17 tahun.
Korban bernama Jullebee Ranara ditemukan di sebuah padang gurun di Kuwait akhir Januari lalu. Wanita berusia 35 tahun itu dibunuh anak mantan majikannya yang berusia 17 tahun. Tersangka pelaku telah ditangkap dan ditahan pihak berwajib Kuwait. Ada kabar Jullebee ditemukan tengah mengandung, yang diduga keras, hasil hubungan atau perkosaan oleh remaja Kuwait tersebut. Sertifikat kematian dari Pemerintah Filipina mengungkapkan terdapat sejumlah retak di tengkorak kepala, wajah, dagu dan luka di otaknya.
Menurut harian Gulf News, sejak akhir Januari lalu, tercatat 114 tenaga kerja Filipina yang meninggalkan Kuwait. Pemerintah Filipina juga membekukan ijin operasional sejumlah perusahaan pengirim tenaga kerja dan ijin keberangkatan tenaga kerja ke Kuwait dan beberapa negara Arab lainnya.
Tercatat 4 kasus pembunuhan TKW dari Filipina yang terjadi sejak tahun 2018. Satu di antaranya kasus tewasnya seorang wanita Filipina usia 29 tahun yang ditemukan jasadnya di lemari es dan baru ditemukan dua tahun kemudian. Ada pula seorang ibu yang menjadi korban perkosaan, kemudian digilas mobil sebelum akhirnya dibakar oleh tersangka pelaku berusia 27 tahun di Kuwait.
Hingga kini parlemen Filipina masih ramai menyoal kasus kematian TKWnya di Kuwait. Sementara jasad Jullebee Ranara telah dimakamnkan menurut agama Islam di tempat kelahirannya. Korban tiba dan mulai bekerja di Kuwait tahun 2022 di Kota Jahra, Kuwait, meninggalkan empat anaknya di tanah airnya.
Cerita penyelundupan manusia atau tenaga kerja Filipina ke Timur Tengah sudah marak sejak beberapa tahun silam di Filipina. Sistem sponsor bernama Kafala, yang mengirim para TKW mendorong sejumlah perusahaan pengirim tenaga kerja untuk bekerja di luar negeri.
